What is a Mill Levy?

  • School districts are allowed to set levies on property tax at a defined rate.
  • This is not a debt owed by the District but is a means of financing based on revenue from property taxes.
  • Tax rates are approved by voters and taxes are levied based on property values. APS currently has the rate set at 1.4 mills for HB33 & 2 mills for SB9.
  • Mill levies have specific allowable capital expenses tied to them.
  • HB33 was approved by voters in 2018 and provided $1,232,000 in funding in the fiscal year 2022
  • SB9 was approved by voters in 2019 and provided $1,764,000 in funding in the fiscal year 2022
  • SB9 was first approved by voters in 1975 and has continually been approved by voters for use in facility maintenance, construction and capital projects.
